Estonian passport and ID-card


Estonian passport and ID-card applicants have to come to the embassy in person to submit the application, as the embassy collects fingerprints for the documents.

NB! Children under 6 years do not have to come to the embassy in person.

It may take up to 2 months for a passport/ID-card to be issued.


Renewed application for an Estonian passport and ID-card

  • Your personal data has changed
  • Your passport is full of entries
  • Your passport/ID-card has become unusable
  • Your passport/ID-card has been lost, stolen or destroyed
  • The period of validity of your passport/ID-card has expired
  1. Standard application form (pdf)
  2. one passport photo size 4x5 cm. For further information please visit: Police- and Border Guard Board website. Embassy recommends photoshops in London and in Edinburgh 
  3. fee for the passport ₤25, ID-card ₤21, a minor under 15 years of age or a pensioner ₤13, ID-card ₤9. Passport and ID-card ₤34, a minor under 15 years of age or a pensioner ₤17. It is possible to pay by cash, debit/credit card or postal order (payable to Estonian Embassy).


For marriage and change of name:

  1. marriage certificate issued by the UK authorities has to be legalised by the Foreign and Commonwealth Office: www.fco.gov.uk/legalisation


Change of name:

  1. legalised Deed Poll document: www.deedpoll.org.uk. Deed Poll document has to be witnessed and legalised by the Foreign and Commonwealth Office: www.fco.gov.uk/legalisation  


Initial passport for a child

NB! A passport for a child under the age of 6 years can be applied for by post.

  1. Standard application form (pdf)
  2. Birth certificate (with both parents names legalised by Foreign and Commonwealth Office: www.fco.gov.uk/legalisation).
  3. one passport photo in size 4x5 cm. For further information please visit: Police- and Border Guard Board website.
  4. copies of both parents' passports. 
  5. other parent's written consent.
  6. fee for the child passport ₤13, passport and ID-card ₤17. It is possible to pay by postal order (payable to Estonian Embassy).


Initial application for an Estonian Citizen's passport

  1. Standard application form (pdf)
  2. identity document.
  3. documents proving that an applicant is an Estonian citizen.
  4. one passport photo in size 4x5 cm. For further information please visit: Police- and Border Guard Board website.
  5. fee for the passport is ₤25, ID-card ₤21, a minor under 15 years of age or a pensioner ₤13, ID-card ₤9. Application for a passport and ID-card together is ₤34, a minor under 15 years of age or a pensioner ₤17. It is possible to pay by cash, debit/credit card or postal order (payable to Estonian Embassy).

Documents proving that you are an Estonian citizen:

If you have acquired Estonian citizenship by birth:

  • an original of a document proving that you are an Estonian citizen;
  • an original of a document indicating that at least one of your parents is an Estonian citizen, and verification documents to prove that you are descended from a parent who is an Estonian citizen.

If you have acquired Estonian citizenship by naturalisation:

  • a certificate of citizenship.

If you have acquired Estonian citizenship by marrying an Estonian citizen:

  • a certificate of marriage which certifies that you married a person before 26.02.1992 who was an Estonian citizen, and
  • an original of a document that proves that your spouse was an Estonian citizen at the time of the marriage contract.

DOCUMENTS REFERRING TO ESTONIAN CITIZENSHIP FOR THE PERIOD FROM 1918 TO 1940 CAN BE OBTAINED FROM:

  • Registers of Births, Deaths and Marriages (birth certificates, certificates of marriage and divorce, certificates on changing names, etc.);
  • the National Archives (certificates of Defence Forces, option certificates, school- leaving certificates, documents verifying the possession of real estate or working in the public service, etc.).

Documents enclosed with the application, except those that are in Russian or English, must be translated either into Estonian, Russian or English. The accuracy of the translation must be certified by a notary. Documents not issued in Estonia must be legalised or have an apostille.

NB! Passports and ID-cards have to be collected in person and cannot be sent by post.
