Renewed application for an Estonian Passport and ID-card
- Your personal data has changed
- Your passport is full of entries
- Your passport/ID-card has become unusable
- Your passport/ID-card has been lost, stolen or destroyed
- The period of validity of your passport/ID-card has expired
- standard application form

- state fee for the passport is 450 EEK (₤23), ID-card 150 EEK (₤8), a minor under 15 years of age or a pensioner 225 EEK (₤12), ID-card 50 EEK (₤3).
Application for a passport and ID-card together is 500 EEK (₤26), a minor under 15 years of age or a pensioner (₤13). It is possible to pay by cash or cheque/postal order payable to Estonian Embassy.
Documents can be sent to us by post except for the initial application for an Estonian passport.
If you apply for the reissue of the passport because the personal data entered into your passport has changed, you have to submit, in addition to the above mentioned documents, a document that certifies the changes in your personal data.
For marriage:
- legalised marriage certificate (if issued by the UK authorities, then apostille can be obtained from the Foreign and Commonwealth Office: www.fco.gov.uk/legalisation
- if marriage certificate does not have a new surname then legalised solicitors letter confirming the name change due marriage or Deed Poll document (www.deedpoll.org.uk. Deed Poll document has to be witnessed by the solicitor in order to be legalised) is needed.
Change of name:
- legalised Deed Poll document (www.deedpoll.org.uk). Deed Poll document has to be witnessed by the solicitor in order to be legalised.
Initial passport for a child
Parent with Estonian citizenship must personally submit an application for the issue of a passport.
- standard application form
- legalised birth certificate with both parents names (Legalisation by apostille can by obtained from the Foreign and Commonwealth Office: www.fco.gov.uk/legalisation).
- one colour photo in size 4x5 cm. Please note that it is different from the EU passport photo and read the requirements from the CMB website.
- passport of the Estonian parent.
- state fee for the child is 225 EEK (₤12)
Initial application for an Estonian Citizen's passport
An applicant must personally submit an application for the issue of a passport.
- standard application form
- identity document.
- documents proving that an applicant is an Estonian citizen.
- one colour photo in size 4x5 cm. Please note that it is different from the EU passport photo and read the requirements from the CMB website.
- state fee for the passport is 450 EEK (₤23), ID-card 150 EEK (₤8), a minor under 15 years of age or a pensioner 225 EEK (₤12), ID-card 50 EEK (₤3). Documents proving that you are an Estonian citizen:
If you have acquired Estonian citizenship by birth:
- an original of a document proving that you are an Estonian citizen;
- an original of a document indicating that at least one of your parents is an Estonian citizen, and verification documents to prove that you are descended from a parent who is an Estonian citizen.
If you have acquired Estonian citizenship by naturalisation:
- a certificate of citizenship.
If you have acquired Estonian citizenship by marrying an Estonian citizen:
- a certificate of marriage which certifies that you married a person before 26.02.1992 who was an Estonian citizen, and
- an original of a document that proves that your spouse was an Estonian citizen at the time of the marriage contract.
DOCUMENTS REFERRING TO ESTONIAN CITIZENSHIP FOR THE PERIOD FROM 1918 TO 1940 CAN BE OBTAINED FROM:
- Registers of Births, Deaths and Marriages (birth certificates, certificates of marriage and divorce, certificates on changing names, etc.);
- the National Archives (certificates of Defence Forces, option certificates, school- leaving certificates, documents verifying the possession of real estate or working in the public service, etc.).
Documents enclosed with the application, except those that are in Russian or English, must be translated either into Estonian, Russian or English. The accuracy of the translation must be certified by a notary. Documents issued abroad must be legalised or confirmed by a relevant certificate ( apostille), unless an international agreement stipulates otherwise. More information on the legalisation of documents and their confirmation with the relevant certificates can be obtained from the Ministry of Foreign Affairs.

It takes usually 1 month a passport/ID-card to be issued.
NB! Passports and ID-cards have to be collected in person and cannot be sent by post.
